Mayor

Janice L. Gensel

Jan Gensel was re-elected Mayor in November, 2007 for her fifth consecutive– two (2) year term. She was elected Mayor in 1999, 2001, 2003, and 2005. The Mayor, elected in a non-partisan election, is the presiding officer of the City Council, and the executive head of the city.  Jan served as a member of the Flushing Planning Board from 1997 to 1999.  Jan currently sits on the Flushing Area Senior Citizens Center Board of Directors, the Genesee County Small Cities & Villages Association, and represents the Genesee County Small Cities & Villages on the Flint Area Convention & Visitors Bureau.  She is also on the Executive Board of the Flint Area Convention & Visitors Bureau.

While the mayor’s office carries a great deal of responsibility, there are also many enjoyable aspects of the position.  For instance, the mayor is called upon to speak on many topics to our young people in their school settings, and to local community groups and organizations; the mayor has the privilege of presenting proclamations recognizing the achievements of young and old alike; the mayor also has the legal authority to perform marriage ceremonies.  The mayor has an equal voice and vote in the proceedings of the Council, but shall have no veto power.        

The City Council, has all municipal legislative powers as conferred by the laws of the State of Michigan, except as provided by the Charter of the City of Flushing and except those which may be exercised by the people through direct legislation.  The Council also has the power and authority, within constitutional limitations, to delegate by ordinance to Boards and Commissions such functions, powers, or authority conferred upon the City as the Council shall deem proper and advisable within its discretion.

 

Terms of Council members begin on the first Monday following the election.  A general municipal election is held every two years, with council members being elected for four year terms.  The Mayor is elected for a two year term.  At each general municipal election, the voters elect three members to serve as City Councilpersons, plus a Mayor, unless additional members are to be elected to fill a vacancy.  The City of Flushing has 4 District Councilpersons and two (2) At Large Councilperson representatives. In addition to the Mayor, the following individuals currently serve on the City Council.


Mayor 
Pro-Tem

Michael T. Szukhent

Mike Szukhent is currently serving his fourth- four (4) year term in District I.  He was elected in 1995, 1999, 2003 and 2007.  Mike was elected by the council to serve as Mayor Pro-Tem. The Mayor Pro-Tem acts as Mayor during the absence of the Mayor.  Prior to running for council, Mike was a member of the Flushing Planning Board. 

The Mayor appointed Mike as an alternate to the Genesee County Small Cities & Villages  Association, the Capital Improvement Committee, and to the Fire Services Committees and the Flushing Area Recreation Planning Committee.


Councilperson

George Kozan

George Kozan is serving his first four (4) year term in District II.  George was appointed by Council to fill a vacancy in May 2005.  He was then elected in November 2005 to Council. George served on the Flushing Planning Commission from January 2001 to 2005.  He also served on the Zoning Board of Appeals from January 2000 to May 2005 and as Chairman from 2003 - 2005. 

The Mayor appointed George to the Engineering Services and Building Department Services Review Committee, and to the Genesee County Metropolitan Alliance.

 

Councilperson

Mark Brock

Mark Brock is serving his first full term after filling a two month vacancy.  He was elected in 2007.   He previously served from 1991 to 1995.

 

 

Mark was appointed by the Mayor to serve on the Capital Improvement Committee, and the Engineering Services and Building Department Services Review Committees. 

Councilperson

Richard L. Bade

Dick Bade is serving his second – four (4) year term in District IV.  He was appointed by Council in May 2001 to fill a vacancy. He was then elected in 2001 and 2005. 

 

 

Dick was appointed by the Mayor to serve on the Flushing Schools’ Health, Drug and Safety Advisory Board, and the Engineering Services and Building Department Services Review Committees.

Councilperson

John Gault

John Gault is serving his fourth – four (4) year term as an At-Large Councilperson.  He was elected in 1995, 1999, 2003 and 2007. 

John was appointed by the Mayor to serve as the City Council liaison to the Flushing Planning Commission. He also serves on the Fire Services Committee, an alternate to the Genesee County Metropolitan Alliance, and the Capital Improvement Committee.  John is very involved with the Friends of the Riverview Trail Committee.

Councilperson

Teresa Salem

Teresa Salem is serving her second – four (4) year term as an At-Large Councilperson.  She was elected in 2001 and 2005. 

Teresa was appointed by the Mayor to serve on the Flushing Area Friends of the Library/Senior Annex Board. Prior to running for Council, Teresa served on the Flushing Planning Board from 1997 - 2001.
